Brief introduction of Pudong New area
 

        Pudong New Area is situated in the east of Shanghai and at the middle of China's coastal areas opening to the outside world and at the estuary where the Yangtze River empties itself into the sea. Adjacent to Shanghai's urban districts with a solid and strong foundation, backed up by the Yangtze River Delta with rich resources and talents and facing the Pacific and East Asian Region. It has a pleasant climate all year round with an average annual temperature of 16.2 degrees centigrade and covers an area of 570 square kilometers with a permanent population of 3.05 million.

         On April 18th, 1990, the Central Government of China announced its initiative to develop and open up Shanghai Pudong. Based on the strategic plans set by the central government, Shanghai Municipal Party Committee and Municipal Government formulate development principles of “developing Pudong, rejuvenating Shanghai, serving the country and facing the world”.

 

        Regarding the initiative as a national strategy, the Central Government designated a lofty mission to Pudong at the very beginning of its opening up. Reports of the 14th, 15th, 16th and 17th National Congress of the Communist Party all pointed out that Pudong should play an important role in reform, opening up and independent innovation.

 

        Since its 18 years development and opening up, Pudong has made magic change, an Export-Oriented, multi-functional and modern new area standing in the east coast of Huangpu River. Pudong maintained rapid growth and significant progress not only pushed the development of Shanghai but also established its own position and image. It is the epitome of Shanghai's modernization and the symbol of China's reform and opening up. In the new century, the Central Government and State Council of China have great entrust and expectation to the development and opening of Pudong New Area.

         Party Secretary Hu Jintao made important command that "continue Pudong's development and opening up, quicken the mechanism innovation, constantly improve the outbound economic layers, and strive for rapid growth on a higher level". In June, 2005, the State Council authorized Pudong New Area as the pilot area for comprehensive coordinated reforms, put forward overall requirements of “three focuses and four combinations” (requesting Pudong to make efforts in transforming the government's functions, transforming the economic operation mode, changing its urban-rural-unbalanced dualistic economic and social structure and the organic combination of reform and development, the organic combination of solving local practical problems and common difficulties, the organic combination of economic reform and other social reform. To take the leading in establishing the socialist market economy system and bring into play its exemplary role to the reform of whole country).The important strategic mission undertaken by Pudong in this new period make it keep abreast of the reform and development of China.
